The project had been awarded CBTA regional funds in 2022 but has faced higher costs; staff said the project is now listed at $5,300,000. The town requested approval to reallocate $2.3 million to develop 30% design plans — an allowable use under the CVTA framework — and return the original allocation remainder ($3,019,000) to balance entry so the town can complete the design work and then seek supplemental regional funding.
Beth (Town of Ashland) said CSX has been reluctant to commit the railroad to construction without seeing a 30% design and that the town is conducting a corridor study to address multiple crossings at CSX’s request. She said Kimley-Horn provided a fee proposal for the 30% design work.
Members asked about VDOT involvement; Beth said VDOT is not expected to administer the work at this stage and that DRPT and FRA have provided assistance. After discussion, Beth moved to approve the reallocation; the authority approved the request in a roll-call vote.
