GRTC seeks full-authority signoff for FY27 regional public transportation plan

Patricia Robinson, assistant director of planning and scheduling for GRTC, presented the agency’s FY27 regional public transportation plan and asked the Central Virginia Transportation Authority to recommend it for full-authority approval.
Robinson said the plan relies on previously accrued CBTA funds and internal budgeting to sustain transit operations and capital priorities. "For FY '26, we focused on replacing low-utilization fixed-route service with microtransit," she said, explaining the shift to on-demand service and adding zones. For FY27, she said GRTC has estimated "31,200,000 in maintaining transit operations" and about $2,000,000 set aside for grant matching, state of good repair work and rider-experience initiatives as part of an overall roughly $92,000,000 budget.
Robinson told members that GRTC typically uses prior-year CBTA accruals to fund the upcoming fiscal year. "We’re expected to accrue 35.1 by June," she said, and GRTC plans to utilize about 33.2 in CBTA funds for FY27 operations and capital matches, with remaining funds placed in a restricted reserve for FY28 use.
Members asked clarifying questions about the accruals, the use of restricted reserves and how microtransit replaced low-ridership fixed routes. After discussion, Barb moved that the authority recommend full-authority approval of the FY27 regional public transportation plan; Daniel Wagner seconded. The authority approved the recommendation by voice vote.
The recommendation will proceed to the full CVTA for final action; Robinson said the plan has already advanced through TPO TAC, the GRTC board and the TPO policy board.
