Council postpones vehicle-storage ordinance to clarify utility-trailer standards and appeals
Summary
Councilmembers postponed consideration of the amended vehicle-storage ordinance to allow staff to rewrite the utility-trailer definitions and standards, and discussed appeals procedures (a $100 filing fee and a 10-day response window) and the need to reduce subjective enforcement discretion.

The Land Use and Development committee postponed action on the amended vehicle-storage ordinance until members can review clearer language for the utility-trailer section.
Mister Jacqueline told the committee that a prior rewrite moved definitions and would have inadvertently removed enforcement control over some motorized vehicles; staff are reworking the ordinance to restore the original structure and add a clearer definition section and specific violation standards. The main public concern centers on whether well-maintained open-bed utility trailers may remain visible in a driveway or must be kept out of sight in the rear of the property.
Council and staff discussed enforcement and appeals. Mister Jacqueline described a filing fee (about $100) to bring an appeal to the Property Maintenance Appeals Board and said there is a 10-day window for a response; he also said that, in practice, the office works with residents who report financial hardship. Several councilmembers urged clearer, less subjective language so that decisions are not left to one officer's interpretation.
Next steps: Staff said a revised draft would be circulated to council by the end of the week and the item was postponed to the May 26 meeting to allow members to review the updated language and standards.
