The project covers resurfacing on East Waring (Dorothy Street to Riverside Avenue), Tara Road (Pebble Hill Road to Dead Inn) and an eight‑mile stretch identified as 8 Mile Post Road/Gibbs Street. Staff told commissioners the bid review produced four offers and recommended East Coast Asphalt as the lowest responsive bidder.
Staff also flagged an alignment correction for the Gibbs Street segment: rather than beginning at the city limits the resurfacing will instead start at Old Shot Road and work inward for approximately 1.7 miles. “When we approve the contract, we’re gonna change Gibbs Street… start instead of starting at the city limits,” staff said, adding the adjustment will not change the cost.
Commission discussion focused on procedural follow‑up. Staff said an engineer will prepare a change order to document the revised start point and avoid future confusion. The commission moved to carry the item forward for formal action at a subsequent meeting.
Next steps: staff will finalize the change order and return the contract award for formal approval on the commission agenda.
