Planning commission grants two-year extension for Barcelos senior housing permit

The Planning Commission approved a two-year time extension for the Barcelos Senior Apartments plan-development permit (PD2022-0015) after staff said the applicant needs additional time to secure competitive state financing.
Daisy Miranda, a planning staff member, summarized the approved project and the extension request, saying the site is a vacant 2.37-acre lot at East Barcelos Avenue and Bluebird Street and that the approved development would provide 79 deed-restricted affordable units for seniors in three-story buildings. Miranda said the permit was originally approved in 2023 and that the applicant has applied to multiple funding sources but has not yet secured the financing required to proceed. Miranda told the commission staff recommends extending the permit expiration to Feb. 16, 2028, to allow the applicant to apply for two more state funding cycles. "Granting the 2 year time extension would allow the applicant to continue applying for funds," she said.
Applicant representative David Billings said the project has secured some public funding support and described a stepwise financing strategy: vouchers from the county housing authority (he said 20% of the project has VASH vouchers), then MHP funding through the California Department of Housing and Community Development, and finally applying for low-income housing tax credits. "We've worked really hard to put the funding together on this project...and we're just hopeful that we are able to be successful this next round," Billings said.
Commissioners asked whether public-works issues such as sewer capacity had been reassessed for the extension; a staff member answered that sewer capacity had been reviewed with the original permit and related projects and that no new public-works conditions were required at this time. Miranda also noted the fire department added three conditions to bring the project up to current requirements.
A commissioner moved to approve permit amendment A2026-0001 granting a two-year extension for PD2022-0015; another commissioner seconded the motion. The clerk conducted a roll call and the chair announced the motion carries. The transcript records the motion and that it carried but does not include a full named vote tally.
The extension allows the applicant additional time to pursue state funding cycles and does not itself change the previously approved project conditions except for updating fire-safety requirements identified by the fire department. The commission received no public comment on the item.
