Sunbury City Council voted to approve a contract with NAIC after a public exchange about the scope of services and whether the city is hiring an individual or the nonprofit organization.
During public comment, Tracy Asher said she had questions about how many hours 'Jackie' and NAIC staff would be physically in the office and noted she would not pursue a separate RC track project. Solicitor Speaker 3 told the council that a letter from NAIC’s attorney and CEO clarified "the city is hiring not just Jackie, but all of NAIC" and that the company would make its expertise available across the contract period.
Council members debated the difference between the contract language and the job description. Several members said the contract file did not contain detailed day-to-day duties and asked staff to revise the job description to specify in-office vs. remote hours, core responsibilities and any supervisory or deliverable expectations. "Maybe what we need to do is update the job description," Speaker 3 said, describing a plan to align the job description with the contract language.
Council agreed that NAIC (and its representation) must review and accept any revised job description; the council also discussed the option to prorate or give 30-day notice if the council decides not to renew services. The motion to approve the contract carried after a roll-call of affirmative responses.
What happens next: staff will prepare an updated job description for council review and circulate the contract addendum to NAIC for acceptance before final execution.
