"My name is Dr. Drummond. I'm the executive director for corporate partnerships at Penn Medicine Lancaster General Health," said Dr. Drummond, who framed the model as a way to improve access and reduce workforce health costs. She said the network typically operates smaller provider panels to increase access and continuity of care and that the model includes on-site labs, same- or next-day medication delivery and a secure provider-texting system with an average response time of less than 15 minutes.
Keith Fox, director of employee relations and strategic growth for Lancaster General Health, outlined two options for a district clinic: an open community model (where other local employers share the site and the district is billed per-member-per-month) and an exclusive model (cost-plus, with a transparent P&L and no occupancy fee). He estimated a fit-out size between roughly 1,200 and 1,500 square feet for the district's proposed clinic, with sample annual cost examples that illustrated trade-offs between the models for a 400-employee census.
Board members asked about staffing and oversight; presenters said typical on-site teams include a physician assistant, licensed practical nurse and medical assistant, counselors for behavioral health services, and physician oversight provided through a regional MD who supervises multiple PAs.
