Middletown committee hears progress update on middle-high, Valley and Forest Avenue projects

The Middletown School Building Committee on May 13 received a detailed construction update from the owner's representative, who said the new middle-high school and Valley Elementary projects are advancing on schedule while Forest Avenue schematic designs go to estimators this month. "We have a 159 submittals in review and 7 RFIs in review as of last month," the owner's representative said, describing document control and the design team's review process.
The presentation outlined current milestones and near-term work. The owner's representative noted a safety incident last month: "we did have 1 additional lost time injury, which resulted from an iron worker being injured when a chain he was using to do some hoisting failed," and said additional equipment checks and policies were implemented. He also reviewed on-site progress visible in drone photos and site photos: framing and sheathing are advancing, the high-school roof is substantially complete in areas, sprinkler mains are in, and spray fireproofing is ongoing.
Why it matters: the projects represent the district's largest capital work in years and together are within an available funding envelope that the owner's rep said now totals just under $201,800,000 after recent bond-interest adjustments. The committee was told expenditures to date total about $43,300,000 and anticipated costs are near $190,000,000, figures the owner's rep said will continue to shift as change orders and PCOs are finalized.
Committee members pressed for clarity on utilities and temporary power. On transformer deliveries and temporary power the owner's representative said one transformer for temporary service is confirmed with Rhode Island Energy and the second delivery remains undetermined; he added that bollards and containment curbs are a Rhode Island Energy requirement. The committee also discussed Newport Water coordination for sprinkler service for the Forest Avenue work and agreed staff should engage municipal budget processes where needed.
The owner's representative outlined schedule items: MEP risers are being installed, masons have mobilized, and the project team hopes to complete value engineering for Forest Avenue once estimator pricing arrives. He said the team expects to provide the SD package to the chair for the June 10 meeting to submit to the state agency (RIDE), while noting that stage'2 submissions are underway for the larger middle-high project.
The presentation closed with a four-week look-ahead: exterior utilities and stormwater retention work, AVB (air vapor barrier) and exterior masonry, continued MEP rough-ins, and a forthcoming security-vendor award recommendation to be presented at the next committee meeting. The owner's representative asked the committee to help coordinate school-based presentations; staff confirmed a high-school student event on May 29 and a middle-school presentation on June 4.
The committee approved the prior meeting's minutes earlier in the session and recessed at the close of the agenda.
