Robin Stolen, the district's facilities director, told the Parkrose SD 3 board that a new, statewide facilities assessment conducted under Oregon Department of Education guidance shows the district is approaching the "renewal cycle" for many building systems and must weigh repair vs. replacement decisions.
Stolen said the assessment is a life-cycle forecast, not a list of immediate failures, but it flags urgent and high-risk items that will become more expensive if deferred. "If we wait until it gets to that catastrophic failure, now we're looking at, I don't know, millions over 1,000,000," she said, giving a single roof-section estimate of about $300,000 as an example and noting replacement usually carries only a 15–25 year warranty. She also warned of equipment obsolescence for elevators and fire-alarm panels: when replacement parts are no longer made, retrofits can cascade into larger upgrades.
Board members pressed Stolen on specific systems. She said some middle-school solar panels are failing and that the district lost its original tracking vendor, leaving the district without reliable remote monitoring. Stolen said installing new meters or online monitoring would add cost, and that a complete district rollout for solar or fire-panel replacements would be measured in the millions.
Stolen outlined grant and partnership work the district is pursuing to reduce project costs. She said the district has pursued seismic grants and Portland Clean Energy Fund awards, cited a Prescott grant of roughly $2.5 million for a wing and cafeteria work, and described an initial PCSF award she referenced at about $5.5 million along with additional grant funds discussed in the presentation. She also described a geothermal feasibility effort for multiple elementary schools and said staff are sequencing work so limited resources can focus on projects that deliver the highest operational return.
The board discussed trade-offs: deferred maintenance can be less visible but more costly over time; some ADA/accessibility fixes are modest and can be handled by routine budgets, while reconfigurations to meet federal accessibility requirements could be very expensive. Stolen urged a mix of grant-seeking, phased capital work, and routine preventive maintenance to avoid high-cost emergency replacements.
The board did not take formal action at the meeting. Stolen said staff would follow up with more detailed cost breakdowns and next steps for prioritization.
