She reported 41 dry‑weather outfall inspections, 378 construction inspections, 1,874 curb miles swept and 735 gallon‑bags of litter collected; she also noted 440 reported complaints recorded in the reporting period (that figure includes followups and other non‑illicit complaints).
Councilors acknowledged work on household hazardous‑waste events (a budgeted $70,000 item) and praised staff for grant work that offset one event's cost. No formal action was required on the report.
On related financial items, staff recommended and the council approved Resolution No. 30‑91 to raise wholesale water rates for customers outside city limits from $2.06 to $2.15 per 100 cubic feet (a 9¢ increase) and approved Resolution No. 30‑90 to continue the Solid Waste Improvements account, funded by a $2.50 charge that staff estimated will generate about $380,000 annually to buy containers, polycarts and trucks.
