The Scranton Zoning Board of Adjustment denied a request from Hidalgo Construction (represented by Zamari Narro) to convert 1715 Penn Avenue into a two-family dwelling, voting 5–0 to decline the application.
The applicants said they hoped to place a family member on the first floor while renting the second floor to a small family and described prior problems with a large group of tenants at the property. Neighbors pressed the board with a long record of complaints about parking shortages, multiple police incident reports and the property—s poor condition. "Parking is the main issue," several neighbors said; one neighbor provided incident reports they said documented recurring calls to police.
Board members noted the property lacks clear off-street parking and that any conversion requiring additional off-street spaces must demonstrate those spots can be provided and maintained. Given the neighbors— testimony and unresolved parking and egress questions, the motion to approve failed and the board recorded a 5–0 declination.
