Lancaster County approves NDOT agreements, agrees $771,000 local share and hires design firm for roundabout projects

The Lancaster County Board of Commissioners on Feb. 24 approved a program agreement with the Nebraska Department of Transportation to pursue state and federal funding for intersection improvements that will add roundabouts at several locations and authorized an engineering design and NEPA contract for the work.
County Engineer Pam Dingman told the board the project will be delivered in partnership with the City of Lincoln and local developers and is being broken into two phases. She said the program agreement brings the improvements into a federalized contract and that staff will revise plans to reflect the phased approach.
"We're breaking this project into two phases, and we're gonna be working with the city of Lincoln and the local developers to add these improvements," Dingman said. The board was told the county's estimated share of the total project cost is $771,000.
The board also approved a contract with Felsburg, Holt & Ullevig for engineering design and NEPA services for a federal-aid transportation project on Sotelo Road between South 27th Street and South 68th Street at an estimated cost of $764,550. Dingman described modest plan revisions to separate the work into phases and to remove areas that will receive separate intersection improvements.
Commissioners voted to approve both items. During roll call on the program agreement and related contract the board recorded affirmative votes and the motions carried.
Why it matters: the improvements are intended to reduce conflict points and improve traffic flow and safety at busy intersections in Lancaster County. The agreement establishes how NDOT will assist the county in obtaining outside funds; the county share will be part of future budget planning and project accounting.
Next steps: staff will finalize contract amendments, proceed with design and NEPA work, and return to the board as needed for project-specific approvals and any additional budget authorizations.
