Human Resources Supervisor Caitlin Stevenson presented the city’s annual vacancies, recruitment and retention report as required by Government Code §3502.3. Stevenson said the city began 2025 with 572 full‑time budgeted positions and added seven during the year for a total of 579. The average vacancy rate across bargaining groups ranged from 0% to 11% (Employees Association 11%; Employees League 10%; Police Officers Association 5%; police management 0%; central management 0%; middle management 9%). Stevenson reported a 96% retention rate for full‑time positions and noted HR conducted 94 recruitments in 2025 with more than 7,000 applicants considered.
During the public hearing Nicholas Dibbs urged the city to expand pre‑apprenticeship and job‑shadowing opportunities with local schools to address a shortage of skilled trades candidates for positions such as plumbing, electrical and carpentry. Stevenson clarified that the retention rates presented do not include retirements. Council closed the public hearing, moved to receive and file the report, and approved the motion 6–0.
Council directed staff to continue outreach with large departments (police and public works) and to provide additional details if requested. The motion was procedural; no budget or personnel actions were taken at the meeting.
