Bowie council hires interim finance contractor, names local finance hire and approves grant resolution

The Bowie City Council accepted changes to the city’s finance staffing and approved authorization to pursue water-related grant funding during its meeting.
The city manager announced that Pamela Woods is retiring as finance director and that the council has contracted Austin Henderson, a CPA with Advizant, to provide monthly and year-end financial services, auditing support and budgeting assistance. “His name is Austin Henderson. He's a CPA and with a company called Advizant,” the city manager said.
Council members also approved hiring Robert Johnson, a local resident with accounting experience, as a future finance director; the city manager said Johnson will begin work the following Tuesday and has completed required pre-employment steps including a physical and drug testing.
The council approved a consent agenda that included meeting minutes and financial statements; members moved, seconded and recorded unanimous ayes.
The council also approved appointing a resident identified in the record as “Bridal Barnes” (the meeting record also referenced the name “Britney”) to the community development board for a three-year term. A motion to appoint the resident was seconded and carried by unanimous vote.
Finally, the council voted to adopt a resolution authorizing staff to pursue grant funding related to water projects; the city manager explained the paperwork and forms required for the application process and noted the city plans to apply for projects tied to the Texas Water Development Board and to coordinate with TCEQ. The manager said the Water Development Board application deadline for one grant opportunity is July 30 and the city expects to hear results by the fall.
Council members did not approve specific capital spending at the meeting; motions on staffing, the appointment and the grant resolution were procedural approvals authorizing staff to proceed with recruitment, onboarding and grant applications.
