The Bowie City Council unanimously approved a 10-year parks master plan designed to guide capital and noncapital improvements and improve the city’s competitiveness for state grant programs.
Katie, who presented the plan, told the council the document outlines prioritized projects and implementation tables and would improve the city’s ability to score for Texas Parks and Wildlife funding. “It puts us much higher than a lot of our competitors would be that do not have this document,” Katie said.
The presenter said the plan is intended as a guiding document rather than a binding obligation; council members may choose projects from the plan as funding and priorities allow. The presentation noted small-community grants under Texas Parks and Wildlife have a maximum of $300,000 and that larger funding opportunities typically require a parks master plan for stronger scoring.
Council members discussed the plan’s tables showing recommended capital and noncapital projects and confirmed the document can be amended later as the city completes its comprehensive plan. A council member moved to approve the parks master plan and members seconded; the council recorded unanimous approval.
The council did not adopt a separate spending package or specific projects at the meeting; the plan’s adoption is intended to make the city eligible to seek grant funding and to guide future budget and capital decisions.
