Schuylkill County approves $1.5 million Keystone Communities grant application, multiple service contracts

IT managed-services agreement, a cleaning contract for Human Services, and a multi-year solid-waste disposal agreement.
The Schuylkill County Board of Commissioners on April 8 voted unanimously to approve entry into the Keystone Communities Initiatives Program with the Pennsylvania Department of Community and Economic Development for a $1,500,000 grant to acquire, construct, renovate and demolish blighted or underutilized buildings across the county. The action authorizes cooperation with the Redevelopment Authority of the County of Schuylkill as a potential subrecipient, subject to DCED approval.
During the same meeting the board approved several county contracts and procurement actions. The commissioners approved a 12-month managed-services contract with Ahead, Inc. (ITQ contract #440000480) to provide troubleshooting, monitoring, patching and maintenance of three VXRAIL hardware components at a cost of $3,950 per month for the period Jan. 1–Dec. 31, 2026. They also approved a cleaning contract with Diversified Maintenance-RWS, LLC for the Schuylkill County Human Services building effective May 1, 2026, through April 30, 2028, at $75,916.08 and a solid-waste disposal contract with Anthracite Waste Services LLC covering multiple county facilities from May 1, 2026, through April 30, 2029, at $79,380.
The board approved an advertisement for a Community Development Block Grant (CDBG) stormwater project on Hancock Street in McAdoo; bids are to be submitted via PennBid by 9:00 a.m. on Tuesday, April 21, 2026, when bids will be opened.
Other administrative actions included reappointments to tax-assessment appeals boards, the appointment of Alex Zimmerman of Geisinger Central Region to the Luzerne/Schuylkill Workforce Development Board (term through April 7, 2030), and multiple human-resources appointments and a promotion. Several informational budget adjustments were reported: $1,500 for Engineering/Real Estate professional services; $3,500 to Planning for an EagleView subscription renewal; and $88,880 to Mental Health/Developmental Services for wages, benefits and equipment through December 2026.
All recorded motions were adopted unanimously (Commissioners Padora, Hetherington and Hess voting aye). The meeting adjourned with no further business.
