David Farwell (S8) walked the committee through how set points, dead bands and 2‑pipe versus 4‑pipe systems affect heating and cooling and how the BAS can be used to pre‑cool buildings, manage weekend events and trace historical trends for diagnostics. "If temperature ambient temperature goes below 50 degrees, the boiler is enabled to come on..." Farwell explained, illustrating the system’s set‑point logic and alarm histories.
Dan McCray (S3) framed the financial case for stronger BAS management: "How are we managing a nearly $3,100,000 expenditure between water, natural gas, and electric?" he asked, and suggested that even modest percentage reductions — 5–10% — in utility use on large facilities could yield meaningful savings.
Committee members asked whether the BAS is a learning system; Farwell said the technology is evolving and could incorporate more automation and analytics in the future but is not yet 'self‑learning' in the way some AI‑based variants are marketed. The presenters showed examples from Marshall Middle School of zone temperatures, valve positions and how red/green status flags identify rooms or equipment out of range.
On operations and maintenance tracking, administration reported nine months of Incident IQ use for facilities work requests with training at roughly 93% of full‑time staff and March metrics showing about 3,900 completed requests districtwide (average response 2.5 days; resolution 4 days). Staff noted the district currently has a single in‑house HVAC technician and relies on outsourced contractors for many capital and complex mechanical tasks.
Administrators proposed strengthening BAS scheduling and monitoring as an operational priority and flagged the potential benefit of dedicated energy‑management staffing to realize demand‑charge savings. The committee asked staff to return with recommended staffing and cost‑benefit analyses for BAS operations and Incident IQ workflow improvements.
