Papillion La Vista board hears progress report on $1.13 billion 2023 bond; most projects under budget

The Papillion La Vista Community Schools board received an update on the district’s 2023 facility improvement bond at its May 11 meeting, with business services reporting widespread progress and most projects tracking at or under budget.
Brett Richards, who presented the update, reminded the board that voters approved a $1,129,900,000 facility improvement bond in May 2023 covering multiple elementary and middle school renovations, two high‑school additions, and safety and security upgrades. Richards said completed items include Hickory Hill, Terra Heights, Trumbull Park, Parkview Heights, YATP, both high‑school additions and upgrades to baseball and softball facilities; remaining projects are in various stages of construction or design.
Richards said the new elementary school (Lincoln View) is substantially complete with a target substantial completion date of June 1 and summer moves planned for July 1. He reported that, overall, the district will likely end up spending about $134,000,000 on bond projects to date and that approximately $99,000,000 had been spent so far; he characterized the projects as “mostly under budget” though a few had overages.
The presentation covered sequencing and the construction management at‑risk (CMAR) approach, which Richards said has helped keep projects on schedule and under budget compared with traditional bidding. He described the district’s plan to continue design work this fall with consultant teams (BCD M and Alvine Engineering) and to carry phased construction into summer 2027 and 2028.
Board members asked for budget comparisons to original 2022 estimates; Richards responded that most projects were underway under budget and that final accounting will be shared as projects near completion. He also pointed board members to an online bonds page (plcs.org/bonds) for weekly recaps and project videos.
The board offered thanks for the progress report and raised no motion; staff will continue periodic bond updates to the board.
