The Woodburn SD 103 Board of Education on Nov. 14 approved routine confirmation items and voted on a slate of Oregon School Boards Association (OSBA) matters, including support for a new Pride caucus seat and a board nomination for the OSBA legislative‑policy committee.
The meeting opened with a motion to adopt the agenda “as presented,” which the Chair declared carried. The board later moved, seconded and approved the packet of confirmation items that included meeting minutes, the personnel report, surplus‑property disposals, acceptance of gifts and several grant applications.
Why it matters: the confirmations finalize routine administrative business and move several district housekeeping items forward without separate debate. The OSBA votes affect how the district’s regional representation and membership services will be governed and funded through the statewide association.
On OSBA business, board members discussed three items in the packet. After brief remarks and candidate review, a board member moved “to vote for Jeffrey crapper for the legislative policy committee position 12,” and the motion passed. The board also considered — and the motion carried for — a resolution to create an Oregon School Board Members Pride caucus and to designate a caucus seat on the OSBA board of directors and the legislative‑policy committee.
Board discussion also touched on an OSBA proposal to raise membership dues after decades without an increase; the district’s current dues (listed in packet for its district-size band) were cited and the packet included a multi‑year schedule showing higher dues if the resolution passes. The business office and members noted they would budget for any approved dues increases; members also said the service value (training, legal guidance and networking) factored into support decisions.
What’s next: Several policy updates that OSBA recommended will return to the board in December for required and highly recommended changes, after a scheduled OSBA webinar. The board set December meetings and school visits on its calendar and will finalize any follow-up actions as needed.
