Warren County Fiscal Court approves series of ordinances, contracts and grants

Warren County Fiscal Court on May 14 approved a broad package of ordinances, vendor renewals, grants and equipment purchases in a single session of mostly unanimous votes.
The court adopted Ordinance 26‑06 establishing the Nashville Road Local Development Area, Ordinance 26‑07 setting franchise requirements for cable-system operators in the county, and Ordinances 26‑08 and 26‑09 authorizing lighting agreements for new subdivisions. It also approved first reading of additional county roads in the South Bend Gable subdivision and accepted a Kentucky Pride Fund recycling grant of $10,942.96 that requires a 25 percent local match.
County leaders approved administrative and procurement items that included renewal of Pinnacle Financial Partners to provide HRA/HSA/FSA/DCA benefits, interfund transfers, multiple single-source and contract awards, and small capital purchases. The court approved determinations to Motorola Solutions for portable radios (including $13,006.67 for tornado-safe-room radios and $23,546.92 for four radios with nationwide coverage for the county drug task force), a lease with Enterprise Fleet for a Parks Ford F‑250 (not to exceed $1,300 per month for 60 months), a three‑year managed detection and response contract to 5 Iron Cyber at $52,028 annually, and a $19,400 bid to Kinzer Farms for demolition-site restoration at 1622 Mudd Avenue.
Judge Executive Doug Gorman read a proclamation honoring Johnny Edward Bullington for his service as a court security officer. Gorman also disclosed a family connection when the court voted to renew Pinnacle Financial, noting his wife is employed by Pinnacle Financial in a division unrelated to the county contract; Gorman said the disclosure was made before the vote.
Most routine items were moved, seconded and passed on roll call with affirmative votes. The court's actions also included declaring surplus property for the Parks Department, approving interfund transfers, and authorizing multiple material-bid solicitations (aggregate, emulsified asphalt, metal drainage pipe, signage, fuel, tree trimming, asphalt resurfacing, sinkhole repair, cold‑mix and salt). The meeting ended with announcements about community events and adjournment until May 28, 2026.
