Commissioners approve road project bids and several capital and contract payments, including ARPA-funded jail work and HVAC replacement

Hardin County Commissioners accepted bids for the GLO CDBG Woodcrest roadside ditch project, approved several vendor payments and contract renewals (including an ARPA-interest-funded $4,911 payment for jail cabinets), and authorized HVAC replacement for the sheriff's dispatch and the county server room with partial 9-1-1 reimbursement.
The Hardin County Commissioners on May 12 approved multiple procurement and capital items: they accepted bids for the Woodcrest Roadside Ditch Improvements (GLO contract No. 24-065-065-E596), authorized payment of several invoices related to county facilities and systems, and approved replacement of HVAC equipment serving the sheriff's dispatch center and the technology server room.
Purchasing agent Misty Sams presented five bids for the Woodcrest project: Allco ($2,077,081.95), LZ Services ($2,123,829), Eastex Utilities ($2,224,625), Apex Alliance ($2,325,530.35) and MK Constructors ($2,357,000). The court moved to accept the bids and awarded the project to the apparent low bidder.
The court authorized allocation of ARPA interest funds to pay FNT Construction Services invoice no. 042826-2 for $4,911 to provide cabinets for the control room at the Hardin County Jail; that cost was approved as an additional invoice not included in the original contract and to be paid from ARPA interest proceeds. The court also approved payment of an annual fire alarm inspection invoice to FAS Design LLC (invoice no. 3403) for $6,409.14 and a HID Global fingerprint software renewal for the juvenile detention facility for $4,712.38.
For facility systems, commissioners approved replacing the split-system HVAC unit that serves the sheriff's dispatch center and server room: equipment installation by Perfect Air for $17,092.80 and related electrical work by Biscamp Electric for $4,262.50. The court authorized submission of the HVAC replacement cost to the Southeast Texas Regional Planning Commission 9-1-1 program for reimbursement and approved a FY26 budget amendment to create a special revenue fund to track the reimbursement and expenditures.
The court also authorized the purchasing agent to solicit bids to overlay Pan Am Road (approximately 2,170 feet by 18 feet) in Precinct 2.
All motions on these items were moved, seconded and passed by voice vote. Commissioners said the Woodcrest project bids came in under the grant budget and thanked staff for the work on procurement and budgeting.
