Wabasha County SWCD moves to adopt WinLaC watershed plan pending BWSR approval

The Wabasha County SWCD and county board approved submission of the WinLaC Comprehensive Watershed Management Plan and conditionally adopted it pending a favorable recommendation from the Board of Water and Soil Resources Southern Region Committee and final BWSR approval under Minn. Stat. §103B.101 and §103B.801.
Wabasha County Soil and Water Conservation District officials told the County Board on Feb. 21 that the Mississippi-Winona/La Crescent (WinLaC) Comprehensive Watershed Management Plan had completed a 60-day formal review and a public hearing, and that comments received had been addressed by the policy committee.
The WinLaC Policy Committee recommended approval and the board approved submission of the Plan to the Board of Water and Soil Resources (BWSR). Under Minnesota Statutes §103B.101, subdivision 14 and §103B.801, the county’s adoption is contingent on a favorable recommendation from the BWSR Southern Region Committee and subsequent BWSR approval; if BWSR approves the Plan it will replace the county’s local water-management plan for the geographic area covered by the WinLaC boundary.
Wabasha County’s action directs the SWCD to submit the final plan and begin implementation for the area of the county identified in the Plan once state approval is secured. No timetable for BWSR action was specified at the meeting.
