Wabasha County commissioners approve road designations, purchases and licenses; set March 21 public hearing

At its Feb. 21 meeting the Wabasha County Board approved multiple County State Aid Highway designations and a revocation contingent on MnDOT approval, authorized vehicle and radio purchases, approved solid-waste licenses, accepted natural-resources grant reports and set a March 21 public hearing on state-aid fund transfers.
The Wabasha County Board of Commissioners on Feb. 21 approved a package of resolutions covering road designations, equipment purchases and business licenses, and set a March 21 public hearing to consider transferring Municipal State Aid Construction Account funds to the Regular State Aid Construction Account.
The board adopted Resolution No. 2023-032 to revoke the County State Aid Highway designation for a described segment (County State Aid Highway No. 6) subject to approval by the Minnesota Commissioner of Transportation. The body also approved Resolutions No. 2023-033 and 2023-034 to designate two other described segments as County State Aid Highways, to be numbered CSAH 83 and CSAH 90, respectively, pending MnDOT approval.
The highway department was authorized under Resolution No. 2023-036 to purchase two pickup trucks — a 2023 Chevrolet Silverado 2500HD and a 2023 Chevrolet Silverado 1500 — from North Country GM; the board declared Unit 123, Unit 045 and Unit 153 excess and authorized sale by auction. Separately, the board authorized purchase of two mobile radios from Motorola Solutions for an amount not to exceed $13,200, with $10,333 to come from capital funds and the balance from reserve and equipment line items.
The board accepted final financial reports for the Natural Resource Block Grants (SSTS, WCA and LWM) and approved submission and contingent adoption of the Mississippi-Winona/La Crescent (WinLaC) Comprehensive Watershed Management Plan pending recommendation and approval by the Board of Water and Soil Resources. The board approved 2023 licenses to collect and transport solid waste and recyclables for six businesses and a 2023 transfer-facility license for Interstate Disposal Service.
The board also set a public hearing for March 21, 2023 at 9:15 a.m. to consider a proposed transfer of Municipal State Aid Construction Account funds to the Regular State Aid Construction Account. Finance staff presented the Quarter 4, 2022 financial report and commissioners gave updates on meetings they attended before adjourning.
Votes and procedure: most listed resolutions were recorded as adopted unanimously. Motions to approve the agenda and the consent agenda were moved by Commissioner Key and seconded by Commissioner Walkes; the adjournment motion was moved by Commissioner Wobbe and seconded by Commissioner Walkes.
What comes next: The road designation actions that require Minnesota Department of Transportation approval will not take effect until MnDOT signs off; the fund-transfer proposal will be heard at the March 21 board meeting.
