Clay County reports $157.2M spent on bond transportation program; fire stations and animal shelter underway

Transportation program administrator Ed (presenting for the program) reported program expenditures of $157,200,000 as of May 5 and described progress on County Road 218 (project 1: roughly 70% paid out), County Road 209 (74% paid out) and other corridor work. He noted ongoing coordination with contractors and the Army Corps of Engineers for permits on certain projects.
The capital projects portfolio was described as 262 projects with a total portfolio value of $216,340,342; the capital projects department is managing 85 of 157 departmental projects accounting for about $102,254,106. On the public safety bond, staff reported $21.3 million spent — roughly 33% of the $65 million bond. Highlights:
- Multiple fire stations are at various stages of design or construction, with Fire Station 1 at 57% construction and forecast for fall completion, and Fire Station 22 at 69% complete with a summer completion forecast. - The new animal shelter project is 74% complete; contractors were installing soffits and ductwork. - The Economic Development building near the shelter has furniture installed and is awaiting final certificate-of-occupancy items; it is on track to be operational by mid-June. - Courthouse 4th-floor renovation and entry security work is 57% complete and expected to finish in the fall.
Roadway updates from Richard Smith, director of engineering, included County Road 220 bridge work (bridge 90% complete with final DOT inspection pending), resurfacing work and corrective action where a paving sensor failure produced unacceptable ride quality; the contractor will remediate at no cost to the county.
Why it matters: The presentation gave the board a financial and schedule snapshot of projects that will affect transportation, public safety readiness and county facilities in the near term. Commissioners asked clarifying questions about timelines, contractor responsibility for defects and coordination with FDOT.
