Residents described repeated light trespass, horn honking and backup‑alarm use during overnight hours and said prior points of contact no longer respond. The board heard a technical report from lighting consultant Ken Walczak (Dark Sky International/Adler Planetarium associate), who said his on‑site readings documented significant light trespass affecting south‑facing residences and offered mitigation suggestions.
Trustees and staff acknowledged the long‑running nature of the complaints, noted prior remedial efforts and said staff will meet offline with residents and Saia representatives to review the annexation agreement, the consultant’s findings and potential technical fixes. Mayor Grasso said the board will make the issue an agenda item and pursue follow-up, and staff indicated they had previously hired third‑party work on the issue and will continue collaboration.
Speakers urged practical operational fixes (for example, different gate/entry controls to avoid horn use), better local oversight, and closer coordination between Saia and village staff to ensure lighting shields, dimmers and other measures are implemented per the annexation agreement.
