Chestnut Hills residents press Burr Ridge for enforcement and oversight of trucking facility noise and lighting

Multiple Chestnut Hills residents addressed the board May 11 with sustained complaints about noise and light trespass from a nearby trucking facility (SAIA). Donna Ryan, president of the Chestnut Hills Association, asked the village to assign a contact person to help enforce the annexation agreement and ensure compliance on noise and lighting restrictions.
Ryan said the annexation agreement and two amendments include specific obligations for the facility to limit backup alarms, add shielding and eliminate certain light trespass. She asked that a village staff member maintain a working relationship with the facility27s local manager and request required records as allowed by the annexation agreement.
The residents brought a consultant, Ken Walczak, who said his measurements show continuing light trespass affecting south-facing homes and that modest fixture adjustments could substantially reduce glare. "There is a light trespass issue that remains to the residents," he told the board, urging operational and fixture-level changes to resolve the problem. Other residents recounted 24/7 horn and backup-alarm disturbances, described earlier periods of better cooperation under prior management, and urged the village to restore consistent enforcement.
Village staff said they have been communicating with the neighbor and the facility, that third-party studies have been commissioned, and that the village is willing to meet offline with residents and the operator to pursue solutions. Mayor Grasso and trustees said the issue will be placed on a future agenda for further study and staff follow-up.
Next steps: staff to continue investigation, meet with residents and Saia representatives, and return with recommended enforcement or mitigation steps; the board indicated a follow-up agenda item will be scheduled.
