Staff told the commission the site requires both special land use approval and a site plan because the proposed use differs from previous restaurant use. Commissioners pressed the petitioner on peak‑return days, holiday logistics and lighting. The petitioner said returns are occupancy‑based and that recent operational changes include night and weekend drive teams to move vehicles. The petitioner also committed to meeting the city’s lighting code and to resurfacing the parking lot per engineering requirements.
Commissioners voted to approve the special land use and then approved the site plan with contingencies requiring a lighting plan that meets code, compliance with engineering permits, and landscaping/screening per staff recommendations.
The petitioner said the new location will add one or two employees to the local operation and that local vendors will handle maintenance work.
