Mission adopts budget policy and midyear budget amendment; finance staff reports January surplus

The Mission City Council on May 12 adopted a formal budget policy intended to promote fiscal discipline, structured annual budgeting, reserve expectations, and quarterly review procedures (Ordinance No. 58-15). Council members said the policy aims to reduce midyear amendments over time.

Finance staff presented audited financial statements for January and reported that, for the general fund, the city experienced approximately $8,200,000 in revenues over expenditures for the month. The finance presenter also noted fund-level results across utility, golf, solid waste and event-center funds and outlined a small adjustment related to deposit write-offs.

Council then considered and approved a midyear budget amendment covering the general fund, utility fund, golf, solid waste, capital projects and bond-related revenues. Highlights discussed included increasing general-fund revenues by $221,173 and expenditures by $435,205; a $1.8 million increase to utility fund revenues; and $6,205,710 budgeted in bond revenues for capital improvements. The council approved the midyear amendment by voice vote.

Council members discussed presentation cadence and requested quarterly budget reviews to improve timeliness of financial reporting. Staff agreed to bring regular reports and to provide supplemental details in the packet where items were not immediately clear.

The budget policy and midyear amendment were adopted at the meeting; council directed staff to continue timely reporting and quarterly reviews as part of implementation.
