Larson Boulevard: Commissioners approved Amendment No. 2 to the Lochmiller Group contract, adding $18,750 to update maintenance‑of‑traffic planning and related design work as the project schedule shifted to align with interchange construction in 2027.
Public safety patrol funding: The commission approved an additional $20,000 for sheriff patrols in the Indiana Enterprise Center, following prior expenditures of $120,000 and a subsequent $80,000 tranche that staff said had been exhausted; staff estimated patrol costs at roughly $4,500 per week and said AWS/Amazon has indicated support for reimbursement through a separate agreement.
Property transfer and environmental access: The commission approved Resolution 202609 to transfer a small triangular parcel back to the town of New Carlisle for $19,500 (the original purchase price). Commissioners also ratified an access agreement permitting installation of a groundwater monitoring well at 12900 McKinley Highway as part of an environmental investigation of a former AM General production site.
Capitol Avenue procurement for Microsoft waterline: Staff requested permission to advertise procurement package 1 for early materials (water pipe and valves) to support a waterline extension to the Microsoft site. Advertising was approved for late May with a June 9 bid opening; staff estimated materials at about $500,000. Staff said funding would come from the Microsoft TIF/MOU the redevelopment commission manages and emphasized that this would be a competitive bid process rather than a sole‑source purchase.
