Butte-Silver Bow council approves budget amendments, multiple agreements and emergency prosecutorial-assistance resolution

The Butte-Silver Bow Council of Commissioners on April 15 concurred in a series of routine agreements, grant amendments and MOUs and approved two budget-amendment resolutions on final reading. The council also voted to suspend the rules and passed an emergency resolution authorizing appointment of special prosecutorial assistance.
Resolutions and votes: the council placed Resolution 2026-17 (a budget amendment appropriating unanticipated grant revenue from BridgerCare through the Samples Foundation) and Resolution 2026-19 (a budget amendment for an HIV prevention contract amendment) on final reading; both were passed by voice vote, 11-0. The council additionally voted 11-0 to suspend the rules and advance Resolution 2026-20, which authorizes appointment of a special deputy county attorney to assist the Butte-Silver Bow County Attorney in State v. Adrianna Atcheson.
Consent-agenda highlights: the council concurred and placed on file multiple staff requests, including a $6,000 Certified Local Government (CLG) grant agreement (Historic Preservation Officer Kate McCourt), an ADP, Inc. payroll and time-and-attendance services agreement (Human Resources Director Beth Wurm), a Memorandum of Understanding with the Southwest Montana Drug Task Force (Sheriff Ed Lester), task orders to rehabilitate Basin Creek Park under a Natural Resource Damage Program agreement, and a change order for ADA improvements at the Chelsea Baily Animal Shelter. The council also authorized an application for a FY2025 Justice Assistance Formula Grant ($24,000) to purchase rifle suppressor attachments for primary firearms; Sheriff Ed Lester said the suppressors would reduce noise and muzzle flash and “would be most useful should they get night vision equipment.”
Finance action: Community Development Director Karen Byrnes requested and the council approved writing off prior uncollectable receivables for the Business Development Center after staff described multiple collection attempts. That motion passed 9-2 with Commissioners Trudy Healy and Eric Mankins opposed.
Other administrative items concurred included event permissions (Uptown Hoops tournament and Music on Main schedule), authorization for a civic center sound-system design agreement, streetlight ownership transfer and scheduling of several future presentations and public hearings.
What’s next: departments will proceed with agreements and task orders as authorized and the council’s Judiciary Committee will receive introduced ordinances and resolutions for further review where appropriate.
