South Weber council adopts tentative FY2027 budget, schedules hearings and approves interlocal agreements

The South Weber City Council voted to adopt its tentative fiscal year 2027 budgets and approved several related resolutions, including formal notice of an intent to increase property tax revenue and interlocal cooperation agreements with Davis County.

Finance staff (introduced as Brett) presented the tentative budget and explained state truth‑in‑taxation wording that can require showing an increased amount even when the council intends to 'hold the rate.' Staff estimated additional ad valorem revenue of about $39,000—roughly a 3% difference versus the county’s estimated certified rate—and said the money would be used to support general‑fund items such as the youth council, office supplies, emergency preparedness, fire travel, snow supplies and trails. Staff said these expenditures would not be eliminated if the proposed rate is not approved but would be reduced per the impact schedule provided.

Councilmember (S6) moved to approve resolution 26‑13 to adopt the FY2027 tentative budget and set a public hearing for May 26, 2026; the motion was seconded and carried by roll call. The council also approved resolution 26‑14, declaring intent to increase property tax revenue and setting a public hearing for August to allow public comment on the proposed tax rate increase.

On interlocal agreements, the council approved resolution 26‑15 to enter a local agreement with Davis County for the conduct of the Community Development Block Grant (CDBG) program after staff said the city historically does not qualify as a CDBG recipient and the agreement is not expected to impose costs on South Weber. The council also approved resolution 26‑16, an interlocal cooperation agreement with Davis County for compliance with the Utah Pollutant Discharge Elimination System general permit; staff said joint costs are expected to be minimal.

During the meeting council members asked for clarifications about which line items would be affected if the tax‑rate scenario producing the $39,000 in additional revenue is not approved. Staff said departments had been asked to identify recommended reductions by line item and that those recommendations appear in the impact schedule provided to council.

The council temporarily suspended the city council meeting to convene the Redevelopment Agency and Local Building Authority meetings, approving tentative FY2027 budgets and setting public hearings for those boards as well. The council adjourned to a closed session to discuss a real‑property purchase at the end of the meeting.
