Council authorizes foundation work contract for Mark Worthen Park pavilion, approves sole-source resolution for irrigation pump

RATHDRUM — The council authorized city staff to proceed with foundational work at the Mark Worthen Memorial Park pavilion and approved a sole-source procurement notice for a specialized irrigation pump that will also serve City Hall landscaping.

Staff said Architects West prepared plans and estimates for the foundation slab and under-slab work and that the project was solicited under Idaho procurement rules. "We did get two quotes back," the presenter said, and recommended awarding the contract to the lowest qualified bidder. The presenter identified La Revere (transcribed with variant spellings in the record) as the lowest qualified bidder and said funding will come from park impact fees collected from new development.

A council member moved to authorize the council president to execute the contract; the motion was seconded and approved by recorded vote.

On the irrigation pump, staff said the pump must meet specific compatibility and capacity requirements to serve both the park and the City Hall landscaping and that Architects West identified a single vendor able to supply and install the pump within the city’s required 3–4 month timeframe. "There's only one vendor here that can do this, that we can get the pump from and that we can get installed," staff said. Council passed a resolution declaring sole-source procurement for the pump and directed staff to publish a 14-day notice to allow any vendor to respond before final contracting.
