Sedona Summit and Fairfield CFD boards approve tentative FY2025–26 budgets, authorize public-hearing notices

The governing boards for the Sedona Summit Community Facility District (Summit 2) and the Fairfield Community Facility District voted unanimously May 27 to approve tentative fiscal year 2025–26 budgets and to authorize publication of notices for upcoming public hearings.

A city staff member outlined the spending plans during the joint meeting in Sedona, saying the Sedona Summit 2 tentative budget totals $150,000, with $60,000 allocated to the Ranger Station interior restoration (project PR o 3 b) and $90,000 for Sunset Park improvements, including restriping the parking lot and replacing turf around the splash pad. "For FY '26, for the Sedona Summit 2 CFD, we're allocating $60,000 to Ranger Station interior restoration project PR o 3 b and $90,000 to Sunset Park Improvements," the staff member said.

The staff member said the feasibility report that guides allowable uses is produced every three years and was not required this year; Public Works Engineering will prepare the next feasibility report in the upcoming fiscal year. The staff member also noted fund carryover: in response to a board question, a director observed that the estimated collections for FY2025–26 were about $49,600, and the staff member replied that prior-year fund balances plus incoming revenue cover the proposed spending and that "I believe we're at about $250,000 in estimated fund balances," while also noting the precise carryover figure is shown in the meeting exhibit rather than read into the record.

For the Fairfield CFD, the staff member presented a tentative FY2025–26 budget of $120,000, including $30,000 for a concession‑stand/restroom at Posse Grounds, $65,000 for Ranger Station interior restoration (project PR o 3 b), and $25,000 for Sunset Park improvements.

During the public-hearing portion of the meeting the boards received no public comments. A board director moved to approve the minutes from the June 25, 2024 meeting for both districts; the motion carried unanimously. The same board director then moved to approve Resolution No. 2025-1 for the Sedona Summit 2 CFD and Resolution No. 2025-1 for the Fairfield CFD, each approving the tentative budget for FY2025–26 and authorizing publication of the notice of a public hearing; the motions were seconded and the boards voted unanimously to adopt the resolutions.

Chairman Jablow adjourned the meeting after the votes.
