Oregon School District board approves tentative OEA contract and educator pay schedules

The School Board of the Oregon School District voted unanimously on Aug. 25 to approve a tentative 2025-26 collective bargaining agreement with the Oregon Education Association and to adopt the district's educator and education-assistant compensation schedules.

The tentative agreement was moved by Dr. Caleb Bush and seconded by Dr. Mary Lokuta and was presented to the board by administrator Jina Jonen. The board recorded a 7-0 roll-call vote to approve the tentative agreement. At the same meeting the board approved the Educator Compensation Schedule for 2025-26 and the Education Assistants’ Wage Schedule (Appendix B), each by 7-0 roll-call votes; the assistants' approval included authorization to pay milestone payments annually on the June payroll for support staff at .50 FTE or greater.

Earlier in the meeting the Consent Calendar was approved, which included approval of prior meeting minutes, the Treasurer’s Report ending June 30, 2025, payments totaling $626,332.25, staffing assignments (Stacey Loebel — 1.0 FTE Special Education Teacher at Netherwood Knoll; Megan Finch — 1.0 FTE Spanish Teacher at Oregon High School; Emma Kissling — 1.0 FTE Math Teacher at Oregon Middle School), acceptance of donations (Vogel Bros. Building Co. — school supplies; Kimberly Moreland — violin case for OMS orchestra; an anonymous donation of $712.20 for food-service balances; Robert and Rita Pultz — $200 for the Splash Pad; Heidi Walter — $100 for the Admin Scholarship) and the approval of a new American Red Cross scholarship of $1,400 for 2025. The meeting record shows the Consent Calendar motion carried (the minutes also note Dr. Lokuta abstained from two specific Aug. 11 minutes; the roll-call wording is inconsistent in the transcript and is flagged in the audit).

Nathan Johnson, speaking for the Oregon Education Association during the OEA report portion of the meeting, thanked the district for being “a good partner in negotiations,” according to the meeting record. The collective bargaining item was presented to the board by Jonen, who is listed among administrators present in the meeting minutes.

The board also approved the annual meeting agenda as presented by Superintendent Dr. Leslie Bergstrom; the meeting record includes inconsistent date text (both “September 22, 2025” and “September 2, 2025” appear in the motion language) and that discrepancy is noted in the meeting audit.

The board took no public comments during the meeting. The meeting recessed at 7:11 PM for a work session and adjourned at 8:35 PM.
