Coffee County Library board approves 2026–27 budget with tech-driven increases and modest raises

The Coffee County Library Board voted unanimously March 10 to approve the 2026–27 operating budget, citing technology needs as the principal factor behind requested increases.
Jane Gray Bryan moved to adopt the budget and Rupa Blackwell seconded; Chair Gary Winton called for a voice vote and all members present voted in favor. Board members present numbering 11 approved the measure.
Pauline Vaughn, Manchester Library director, told the board Manchester’s increases are largely for technology (account 719 — office equipment). She said the Manchester budget reflects a 7% overall increase, raises the part-time minimum to $15 per hour and sets a 5% increase for full-time employees. Courtney Mercurio, Tullahoma Library director, said Tullahoma’s budget is rising by roughly 6%, also driven by technology needs such as additional RAM.
Board members discussed fundraising and Friends-group partnerships in the broader context of the budget but did not amend the proposal on the floor. The board’s approval clears the budget to move into implementation for the 2026–27 fiscal year.
