Board awards winter-storm services to HGA; approves surplus and copy-paper bids, grants permission to bid equipment and sound systems

"The cost of their services are 100% reimbursable through FEMA," Mister Peters said, and he added that no more than 5% of the total FEMA award received for Winter Storm Fern will be allocated for HGA services. The board voted to approve the recommendation with no recorded opposition.
The board also approved surplus sale Bid 29-26, awarding items to the highest bidders JJ Merchant ($1,733.31) and Terry Wiggins ($302). Additionally, the board accepted recommendations on Bid 41-26 for copy paper, recommending Economical Janitorial for bid item 40 and Jackson Paper for multiple line items.
On permission to bid, Mister Peters presented four items: • FS6-27: large cafeteria equipment (funding source CNP305, budget $250,000) • FS7-27: dishwashing machine lease and chemicals (CNP301, budget $175,000) • 1-27: Richwood lighting replacement (Public Entity Energy Efficiency Grant, budget $250,000) • RFP 2-27: stadium sound systems at West Ouachita, Sterlington and Ouachita High Schools (funding from West Ouachita sales tax and East Side bond, budget $400,000)
A board member clarified that Richwood already has a recently installed sound system and asked about timelines; Mister Peters said steel structures for scoreboards would be erected within two weeks and scoreboards installed by June/July, with sound systems coordinated accordingly. The motion to grant permission to bid all four items carried with no opposition.
The procurement items presented were described by staff as budgeted or fully reimbursable where applicable; the board did not record individual roll-call vote tallies in the transcript.
