Renee Brooks reviewed Section 6 and said states must describe the organizational standards they will implement, how they will assess eligible-entity progress, and corrective-action procedures for unmet standards.
Brooks explained OCS strongly encourages the Organizational Standards Center of Excellence (COE) framework developed with network input, but clarified that COE standards are not mandatory; states may choose alternative standards if they demonstrate equivalent rigor. She recommended a comprehensive assessment process that includes clear communication to eligible entities, annual assessments, and independent verification of assessments.
Brooks also suggested states collaborate with eligible entities, state associations, or regional consortia to set realistic targets, and to use the CSBG Annual Report and ACSI survey results to inform goals and assessments. The presenter urged states to document exceptions and special circumstances and to be prepared to explain how chosen standards meet CSBG Act requirements.
