So we host the PAT room here in the building ... So we provide some amount of funding to Keystone to provide these services for us. So they're not our employees. They're employees of Keystone." The administrator noted the request covers six service units and explained the unit/slot structure: one unit covers eight family slots and additional units add more families, with the requested six units corresponding to the contract breakdown.
