Parent says DCF-related file found in USD 464 student records, asks board to locate and preserve copies

Robert Large, identifying himself as a parent and a security guard at LVHS, used the public-comment period of the Tonganoxie USD 464 board meeting on May 13 to demand the district review how a document labeled “july 8 cpsreport.pdf” came to be maintained in student records and to require immediate preservation and remedial steps.
"This document is not a court order. It's not a DCF finding. It's not a law-enforcement directive or school-created record," Large said, stating he discovered the file through a FERPA production and that district counsel later confirmed the file existed in student cumulative records. He said the material appears to have been supplied during an active custody dispute and that it was circulated to multiple district employees.
Large asked the board to direct administration to identify every location within USD 464 systems where that document or any copies, scans, summaries, printouts, attachments, derivatives, or related communications exist; to confirm whether the material has been removed, quarantined, or restricted from staff-accessible student records; and to preserve all records related to receipt, circulation, retention, review, use, removal, quarantine, restriction, or disclosure of the document or derivative information. He also requested a written response identifying the policy that governs future receipt and retention of DCF/CPS-supplied material.
Large said he had raised the issue with DCF staff members he named and that the local police declined to act on a report he filed. He told the board he has testified at the state capitol to change law and asked the board to work with him so other parents would not face similar record-keeping problems.
The board did not announce an immediate response during the meeting; the public comment concluded and the agenda proceeded to superintendent and action-item reports.
