Guadalupe council adopts Accounting Analyst job classification to strengthen finance oversight

The Guadalupe City Council voted to adopt Resolution 2026‑20 on May 12, approving a new Accounting Analyst job description intended to bolster budget and grant management and strengthen internal controls.
City Administrator David Trujillo and finance staff told the council the role will provide analytical support for reconciliations, grant reimbursements and budget monitoring. "We're trying to build a comprehensive role that will have an increased emphasis on budget management," Trujillo said.
Council members asked about educational and compensation levels and whether the position should be exempt. Staff said the listed bachelor's degree is "preferred," not strictly required, to increase the candidate pool. "We mirrored the description off local agencies performing similar work," a staff member added.
A council member who reviewed the job description supported the position but asked for clarity on the list of essential functions; council moved to adopt the classification and the motion passed on roll call with all ayes.
