Council reviews Belmont/Water Tower Park bid and approves multiple consent items

Community Development Director Karen Byrnes reported a single bid from TCS Northwest LLC of Hall, Montana, for $252,748.80. John Morgan moved and Hattie Thatcher seconded to refer the bid back to staff for review; the motion passed on recorded vote.
During the consent agenda the council concurred and placed on file numerous agreements and memoranda of understanding, among them: a $6,000 Certified Local Government grant agreement from the Montana State Historic Preservation Office (Kate McCourt); an agreement with ADP, Inc. for payroll and time-and-attendance services (Beth Wurm); MOUs with the Laborers' International Union (event and public-works locals); an MOU with the Southwest Montana Drug Task Force (Ed Lester); and appointments such as John Rolich to the Mosquito Control District. Sheriff Ed Lester also described the intended use of rifle suppressor attachments tied to a $24,000 Justice Assistance grant application as to reduce noise and muzzle flash if night-vision equipment is used.
Most consent motions passed with unanimous recorded votes. Several commissioners asked clarifying questions about contract terms, meal/travel provisions and receivable write-offs during discussion.
