Henrico board approves leases, land purchase and multimillion‑dollar infrastructure contracts

Lease and property actions: The board authorized the county manager to execute a lease with Trolley House Refreshments Inc. for the kitchen and dining area known as Cafe 16‑11 in the Administration Building (three‑year term with options to extend), following a staff recommendation from the deputy county manager and director of general services.
Elections: The board approved a temporary move of the Monument Hills precinct polling place from Tuckahoe Presbyterian Church to Crestview Elementary for the August election because the church had scheduling conflicts; staff noted combined polling would remain under the 5,000‑voter guideline.
Land acquisition and easements: The board approved acquisition of 2304 Martin Street in the Fairfield District for $323,000 for drainage and flood mitigation as part of the county’s voluntary acquisition program. The board also authorized quitclaim deeds releasing county interest in portions of utility easements at 8501 and 8551 Over Virginia Lane after interdepartmental review.
Contracts and capital projects: The board approved a contract amendment for architectural and engineering services for Tuckahoe Park, adding $234,895 and raising the total contract to $1,773,065 to cover design and stormwater revisions; staff said bid documents will be issued next. The board awarded a fixed‑price contract of $4,710,600 to Morgan Contracting for installation of approximately 4,780 linear feet of 24‑inch ductile iron water main on Williamsburg Road, with work expected to begin in July and a 375‑calendar‑day schedule.
Fees: Staff introduced an ordinance to raise fees for vacuum leaf pickup (first pickup $30→$50; second $50; $100 for additional pickups) and set it for public hearing on June 9.
Each of the consent and award actions recorded staff recommendations and were approved by voice vote as announced from the dais; the vacuum leaf fee change was introduced and will return for a hearing.
