Escobar reviewed utility‑specific projections: electric operating expenses projected at $49,600,000 (including projected power cost of $29,100,000), water expenses projected at $17,000,000, and wastewater expenses projected at $9,700,000. She said the increase in debt transfers reflects allocation of an $80 million bond debt payment across water and wastewater funds.
Escobar noted FY 2026 is year two of a phased water and wastewater rate increase intended to sustain long‑term infrastructure and operational stability and invited board members to contact her or Don Brooks, assistant city manager/CFO, with follow‑up questions.
