Dr. Cosner introduced the item, noting the board had asked staff to add language to the D subsection to reference "non-public educational agencies within Warren County." Board members debated punctuation and placement (for example, whether to write "non-public, educational agencies" or use parentheses) and worried that a grammatical reading could change who the policy appears to prioritize for facility use. Staff repeatedly told the board that the proposed punctuation change would not alter the policy's intent and recommended that the board request another public reading only if they wanted additional transparency.
A board member moved to approve the updates to policy KG- as modified; the motion was seconded and carried despite at least one recorded opposition. The board recorded no substantive change to the policy's substance in the discussion; the action was described by staff as a formatting/clarification change intended to make district priorities clear without changing priorities for school-based events.
Board members raised examples during the discussion — including whether organizations such as Girl Scouts could be categorized under the clarified language — and staff said that facility scheduling remains effectively first-come, first-served in many cases, with school-sponsored activities given priority when necessary (for instance, to accommodate inclement-weather rescheduling).
The board approved the modified text and moved on to the next agenda item.
