Rockingham County school board delays vote on five-year comprehensive plan for outside review

The Rockingham County School Board postponed formal approval of its Comprehensive Plan 2024'2029 on a voice vote after several members asked for an external review.

Dr. Shifflet, the superintendent, recommended the board approve the comprehensive plan as presented, saying the document reflects extensive community input gathered during a multi-month process. Several board members praised the work but said they wanted a final, independent check to ensure the plan fully focuses on student achievement.

"I think we've done a really good job," one board member said, "but I would like for us to just consult with someone from the outside...to provide some feedback for us." Another member who spoke in favor of postponement said the proposed external reviewer was associated with the School Board Association and had agreed to provide feedback.

Board members then moved to postpone the vote until the next business meeting on Jan. 13 so that consultant feedback can be obtained. The motion to postpone carried on a voice vote (members present responded "yes").

The board emphasized that the postponement was not framed as criticism of the plan itself: speakers repeatedly called the plan "strong" and credited the superintendent and staff for the process and community engagement. The board member who proposed the delay said the extra review was intended as "one more checkpoint" to make sure the plan "has all our boxes checked."

The postponement means the plan will return to the board agenda on Jan. 13 with any consultant comments; no formal revisions or final adoption occurred at the meeting.

Next steps: the board will seek the outside review and reintroduce the plan for a vote at a future business meeting.
