The Green Bay Area Public School District board voted Dec. 16 to award a real-estate brokerage contract to NAI following interviews with three finalist firms.
Board member James moved the contract award referencing RFP Q2425-11; Lynn seconded the motion and Kinsey reported that "all board members voted in favor," carrying the measure. Staff said the district will finalize contract details and that Cale would follow up with finalists the next morning on results.
The board interviewed three finalist teams during a special meeting before the regular agenda. Ben Bartolazzi of Bartolazzi Real Estate emphasized online showability, conceptual site plans developed with surveyors and contractors, and a commission-based fee structure; Rebecca Larson said contractors and performas help show return-on-investment to prospective buyers. Bartolazzi noted an administrative closing fee set out in his RFP materials, describing it as "$495 administrative fee" the district would see at closing.
NAI representatives—Greg Landwer and Tom Fisk—highlighted the firm's experience marketing complex school properties and running broad commercial campaigns on platforms such as LoopNet. Greg recounted the disposition of Shattuck School as a cautionary example of market sensitivity: the property had been listed at $500,001 and ultimately sold for $5,001, he said, illustrating the need for careful marketing windows and strong outreach to potential buyers.
RE Commercial's Todd DeVilliers and Mark Verus framed their proposal around a highest-and-best-use analysis and discussed tax-credit and historic-credit pathways that can make some school redevelopments feasible. They told the board that the district should expect to fund high-level space plans and civil engineering work if it wants to present developers with concrete unit counts and cost estimates.
Board members said the finalists were all capable but that NAI's size, market reach and team resources were the differentiators. "I think NAI will do well for us," Andrew said during discussion, while Rick noted the value of a firm that can do building-by-building assessments.
Moving forward, the board directed staff to complete contracting and oversight arrangements with the selected broker and to expect regular updates about marketing strategy, public outreach and sale timelines. Cale told finalists he would follow up the morning after the meeting to confirm next steps.
Action: motion to award brokerage services to NAI (referencing RFP Q2425-11) was made by James, seconded by Lynn and carried with all board members voting in favor.
