DeKalb committee ratifies emergency Snapfinger sewer cleanup and approves multiple public-works contracts

DeKalb County’s Public Works & Infrastructure committee ratified an emergency purchase to assess and clean debris from lines feeding the Snapfinger wastewater treatment plant and approved a series of contract increases and a developer contribution during a brief session.

The committee approved a temporary emergency contract to assess and clean known trunk-sewer sites experiencing sanitary sewer overflows during rain events. Director Wells told the committee the work is intended to identify and remove silt and other debris—"it could be bricks," he said—to restore capacity; the record lists the emergency purchase awarded to "Compliance Envirro Systems LLC" for an amount shown as 5,96,263.15 (reported here as $596,263.15 per the meeting record).

Sanitation staff also won approval to increase funds and extend a sole-source contract with American Fueling Systems LLC for compressed natural gas (CNG) fuel and monthly tax services through Feb. 28, 2026, not to exceed $700,000. Eric Holston, sanitation, said the vendor’s station "supports our north residential, north commercial and our north transfer station" and that "our fleet relies on it for CNG fueling." Commissioners asked whether the county had explored owning the fueling operation; staff said conversations have occurred but no proposal is ready.

The committee accepted a developer contribution agreement estimated at $3,674,363 to finance sewer upgrades in commission districts five and seven. Staff said the work will serve a large residential development (the record references roughly 1,330 housing units) and requires upsizing more than 1,500 linear feet of pipe to meet capacity needs.

A change order to increase funds for rolloff and compactor repair services awarded to Car Industries of Georgia II LLC d/b/a Container Repair Services was approved for up to $150,000; sanitation noted increased repair needs, especially for school-system containers. During that discussion Commissioner Terry raised earlier proposals to pilot camera/AI monitoring of dumpsters to detect overflows and streamline enforcement; attorneys said they will research legal and franchise implications before proceeding.
