"It's a new policy that we have to have by the Texas State Library in order to stay accredited beginning in 2027," the presenter said, and noted one specific wording change the board sought: clarifying that the library will not use patron data for external marketing while acknowledging patrons who provide an email address consent to receiving library‑related notifications such as due‑date reminders.
Board members discussed how to handle ADA and accessibility language in library policy. Several speakers recommended a short policy statement directing ADA questions to the city's ADA coordinator rather than reproducing the full set of ADA requirements in the library's own policy, noting many compliance details are managed at the city level.
On the library card policy, staff proposed clearer wording about card expiration, inactivity and corporate account liability; at least one board member said language making agencies or businesses financially responsible for materials checked out on corporate accounts should be restored. The board revised a proposed simplification of the nonresident fee section to conform with the existing ordinance and said staff will run the full package by the city attorney before bringing it back in final form (target return: November).
