David Johns updated trustees on the district’s K–3 literacy screening under the requirements of Act 20. Over a roughly 10‑day window, staff screened 4,650 students in grades K–3. Johns said 54% of those students tested at or above the 25th percentile of national norms (students predicted to be on track for grade‑level expectations), and that diagnostic assessments were administered for students at or below the 24th percentile.
Johns described a consolidated teacher workday used to convert diagnostic results into individualized reading plans and said teachers had partners and support available for the heavy workload. He also flagged a diagnostic technology component that records student speech for automated scoring; staff said the tool sometimes misread students with dialects or ambient noise and that teachers can review and override transcripts.
Trustees asked how many students with IEPs will have reading plans aligned with existing IEP goals; David responded that the team did not have that count onsite but described how IEPs and reading plans would be reconciled.
Next steps: staff continue to finalize reading plans and parent communications and will monitor progress; trustees asked for early indicators to measure success.
