Board hears referendum bid schedule; West High grandstand completion tied to cell‑tower relocation

Cale provided a referendum update and a near‑term bid schedule for projects tied to the district’s 2022 and 2024 referenda. He said a public informational event about the new elementary school is scheduled for Feb. 11 at MacArthur Elementary and that the first large bid packages will be opened on Feb. 19 (John Dewey HVAC) and Feb. 27 (Washington Middle School renovation). Staff said multiple bid packages will arrive between mid‑February and the end of April and that the board will later be asked to approve awards.
On West High School, Cale said the existing grandstand completion is delayed in part because a contracted cell‑tower vendor must relocate equipment that sits on or adjacent to stadium infrastructure. Trustee Andrew pressed whether the vendor has a contractually enforceable deadline to move equipment; Cale replied the district’s contract is not direct with the vendor and said, “Their contract is with the city of Green Bay,” and staff would investigate whether a schedule requirement can be attached.
Board members asked staff to press partner agencies to accelerate coordination so student activities are not disrupted. Trustees also discussed other referendum project wrap‑ups (roofing, HVAC and interior punch lists). Staff said many 2022 referendum tasks are in a punch‑list/completion phase while bids tied to the 2024 referendum will be the next wave of work.
Next steps: staff will return with bid results and with any recommended contract actions for the board to consider at upcoming meetings.
